The Ministry of Energy of the Kyrgyz Republic invites stakeholders to take part in the international public consultations on the draft package of Environmental and Social Impact Assessment (ESIA) documents for the Kambarata-1 HPP project. The consultations are a logical continuation of the second round of national and local consultations held in the Kyrgyz Republic in October 2025.
Legal basis and document preparation. The consultations are conducted in accordance with Article 46 of the Law of the Kyrgyz Republic “On Environmental Protection” No. 53 dated June 16, 1999; the Regulation approving the Procedure for Conducting Environmental Impact Assessment in the Kyrgyz Republic, approved by Government Resolution No. 60 dated February 13, 2015; the relevant international conventions (including the Aarhus Convention); and the World Bank’s environmental and social principles. The draft ESIA document package has been prepared by an international company, SMEC.
Format of participation — open to all stakeholders. Representatives of government bodies, civil society, academic and expert communities, mass media, business, and interested citizens may participate. In-person participation (at the participant’s own expense) and online participation upon prior registration are provided.
Dates and venue. The consultations will be held on November 4–5, 2025 in Istanbul (Republic of Türkiye) with an online link for registered participants.
Registration and feedback. To confirm participation and choose the format, please send an email to the official email address of the Kambarata-1 HPP Project Management Office under the Ministry of Energy of the Kyrgyz Republic: pmo.kambarata@gmail.com. Registered participants will be sent a link for online access or provided with the address of the consultation venue. Participation can be confirmed until 17:00 on November 3, 2025 (Bishkek time).
The documents for public discussion have been available since August 21, 2025 in Kyrgyz, Russian, and English on the official project website kambarata1.org.
The materials are in their draft version and are published for the purpose of public consultations; they do not reflect the final position of the Cabinet of Ministers of the Kyrgyz Republic. All comments received will be documented, reviewed, and taken into account in the update of the ESIA and the Cumulative Impact Assessment (CIA).
Given the importance of the Kambarata-1 HPP project, the Ministry of Energy of the Kyrgyz Republic has decided to extend the deadline for receiving comments and proposals on the draft ESIA until December 5, 2025.
